Welcome to the Hall of Heroes. It looks... unimpressive. If I had time, I might have tried to have many levels with openings in the walls, accessed from this room by flying types. However, I was already just having difficulty getting backgrounds done, and that would have been overboard.

Also, hey, look at the different characters on this page! This is the first indication in this world of public domain superheroes that it's populated by so many of them. To be specific: it's all of the public domain superheroes and supervillains. And that includes some that people may not realize are public domain, like how Plastic Man is on this page.

But the Hall of Heroes itself is not a public domain concept. I just figured that all these heroes needed some place to get together, like how there's the Justice League Watchtower, or Avengers Mansion, etc. My idea is that they don't have a formal team, but some of the heroes with rich secret identities decided to finance a place for superheroes to come and hang out, coordinate, and all of that. Basically, here they can be super while not worrying about their lives being in danger while doing so.

But how did I pick who would be on this page? I just went to the Public Domain Super Heroes Wiki and kept clicking to go to a random page until I got to an amount of superheroes in the place I felt seemed like a good amount.
