I imagine Captain Marvel is trying to keep up with all these people around him, spinning around to look at each one. Hence why different people are at different points around him. I think only panel 3 starts to get that across, though.

Race comes up again here, because it's something that's going to be relevant to the close of the issue. And again it's a mention of Arianna looking East Asian. Menawhile, I also had Captain Marvel mention something on the last panel which I felt I shouldn't gloss over: during that era, propoganda against an enemy nation was quite prevalent. A ten year old like Billy would likely take that to heart, especially one as law-abiding and patriotic as he was portrayed in his comics. He just doesn't know any better, as even to this day plenty of people don't know that there even was a resistance to the Nazis in Germany and often think of all Germans in the 1940s (apart from the German Jews) as Nazis.
